What's a Great Vacation Spot on the Florida Panhandle

For our someplace-warmer Winter trip this year, we've picked the Florida Panhandle.
Tell me: where should we go?
Do we have to drive everywhere to get the basics of life so it doesn't matter where we stay?
Niceville has a great name, but is it actually Crankytown?
Is the Panama City area relaxing when it's not Spring Break?
We want to splash in the ocean, MyGuy wants to golf, I want to eat all the seafood (& cook it myself). It would be great if the town were small enough for me to travel in the streets, or large enough to have decent sidewalks.
